Hunters are partially awakened humans meaning they aren't as buff and beefy as a Garou, but they are more so than the average person walking the streets. Like garou, some come into their powers during trauma and puberty but not as intense. There are some Praxis that can be learned and everyone showing promise or a power influx during awakening, are picked up or maneuvered into another hunter's care for teaching. Some can be families that are in a community of other hunters, some are just found and brought into the fold.
Step One: Inspiration ( You must use the Mortals Sheet on Puppet Prince)
Choose Concept, Nature and Demeanor. You can choose any and please RP them. Remember, rping your nature/demeanor can allow you to get 1 wp back
Step Two: Attributes
Prioritize the three categories - Physical, Social, Mental (7/5/3) Max 12
Choose Physical Traits
Choose Social Traits
Choose Mental Traits
( Note, if during combat, the ST has to ask you WTF is that thing, don't do it. Choose from the books provided and don't make up your own)
Step Three: Advantages
Choose Abilities (5)
Choose Backgrounds (5)
Step Four: Finishing Touches
Choose Willpower (3)
Choose Negative Traits (up to 5 across all 3 categories not 5 in each)
Purchase Merits and Flaws (if any) No more then 10 in each please unless you have spoken to an ST and have permission on creation. Yes some of these can be purchased after creation for double their cost, attain with approval of an ST.
Some are ST permission ONLY and require a good background.
Choose your Paths and Powers. You are allowed 1 Mystical path max up to 3 levels spread out between your Path and Rituals. You cannot take Rituals that are not part of your Praxis path. You may learn 1 Science path in game. Higher levels purchased after character creation with Chronicle and Background XP.
Be sure to add in your humanity traits: 4 of them max of 10. These can be lost or gained through RP due to your actions. A hunter with no humanity is similar to Vamps losing their morality or a Garou that falls to Harano. In short, you go nuts and suicidal.

Assign experience (`roll 2d50)
after speaking with an ST and its fully completed and approved.
At creation costs:
Abilities- 1xp, not to go over 5. If you have a specialty, that is 1 xtra XP and it lowers the difficulty so you can win on ties. This Specialty is for CRAFTING only.
Willpower- 2xp max of 10 WP total
Traits- 1 xp, max of 12
Praxis Power and Ritual Costs:
Basic-3 xp
Intermediate- 6 xp
Advanced - 9 xp
Master - 12 xp
New Humanity trait-1xp at creation 2xp after
Backgrounds would be necessary to round out a PC and give the ST staff some idea about your character. No characters will be approved even for Soft RP without a background and all approval items gone over. Rolled XP will be awarded at this point for your submission and only after you've spoken with the St about the sheet, gotten any approval done. Notate any equipment your character may have or carry with them and include applicable traits to said item up to and including Traits, Neg Traits, Special Properties, Damage, and Concealability, if applicable to the item.
If you don't have it on your sheet, your character does not have them. If you go ham and state you have 50 of an item, you cannot carry that much, you will have to explain which items you do have. No pulling shit out of thin air.
